Can surgery correct this problem? How much it cost?

Avoid surgery at any costs. It is not needed and not desirable.
During penis enlargement program you need to do extra repetitions to the opposite direction.
In your case you would do extra exercises towards the right side.
After a while this will offset the curvature or it will point the penis towards desired direction.

As a result you will also gain size.

To keep the results permanent it is required to continue with exercises for further 3 months.

The good news is that you do not need any treatment. No money involved.

Now, this is not a joke as there are many sceptics out there.

You will need to do exercise (3-5 times a week) for a few months.
Then you will need to do more pulls or jelqs to the opposite side. This will rectify the tilt over time. It will also increase the size of your penis.

The other option is to get a penis extender (opens new window) (a device which stretches penis for prolonged period of time).

If you want to avoid any of above and do it on your own, this is the way to do it:
Prior to doing anything you warm up your penis for 5-10 minutes. (Use hot water towel )

Then pull your penis to the opposite direction (right) several times. You may start 10 times.
Later you build up gradually, increasing up to 30.
After 10 pulls you have a minute rest. Then you may repeat two more times.

That should be sufficient. How strong the pull? Reasonable - you should not feel any pain. Only stretch. Otherwise you damage your penis.

After you finish it is important to 'cool down'. It means HOT towel again for 5-10 minutes.

This warm up and cool down periods are very important. Do not skip it in any case.
After you notice your penis is straight you may stop doing these exercises.

It is simple. Requires patience and persistence.
